Masbate, by force of circumstance, became a sub-province of Sorsogon until 1922 when its provincial status was restored. Shortly before the restoration of Philippine Independence in 1946, the town of Masbate was established as the provincial capital. Masbate forms part of the second congressional district. In the mid-90s, the idea of converting the municipality into a city was pushed by 2nd District House Representative Luz Cleta Reyes Bakunawa. Her successor, Congressman Emilio Espinosa, Jr., together with the Municipal Mayor Juan P. Sanchez, Sr. and some local officials and employees took over where she left off. On August 16, 2000, President Joseph E. Estrada signed Republic Act 8807 converting the Municipality of Masbate into a component city. In a plebiscite held later that year, Masbateños voted 7,800-3,200 in favor of cityhood, and on September 30, 2000, the Commission on Elections Regional Office in Region 5 officially proclaimed Masbate as a component city. Panay is an island in the Philippines located in the Visayas. Politically, it is divided into four provinces: Aklan, Antique, Capiz, and Iloilo, all in the Western Visayas region. It is located southeast of the island of Mindoro and northwest of Negros, separated by the Guimaras Strait. Between Negros and Panay lies the island-province of Guimaras. To the north is the Sibuyan Sea and the islands of Romblon; to the southwest is the Sulu Sea and the Panay Gulf.
The island has many rivers including Akean, Banica, Iloilo, and Panay.
Panay is the setting of the famous legend of Maragtas, which chronicled the arrival of the Malay race to the Philippine islands.
The island lent its name to several United States Navy vessels named USS Panay, mostly famously the one sunk in 1937 by the Japanese in the Panay incident.
Aklan is considered to be the oldest province in the country and is believed to have been established in the 12th century by settlers from Borneo ruled by the chieftain Datu Dinagandan which traded with its neighbouring islands.
Towards the end of the 14th century, Datu Dinagandan moved the capital from what is now Batan. In 1433, Datu Kalantiaw’s grandson and successor, Datu Kalantiaw III, formulated a set of laws that is known today as the Code of Kalantiaw. Foreign historians such as William Henry Scott, considered these laws to be a folk tradition. In 1437, the short-lived dynasty of Datu Kalantiaw ended when Datu Kalantiaw III was killed in battle with the tribes of Datu Manduyog, the legitimate successor of Datu Dinagandan. When Datu Manduyog became the new chieftain, he moved the capital to Bakan (now known as Banga).
Several datus succeeded Datu Manduyog until the Spanish explorer Miguel López de Legazpi landed in Batan in 1565 and claimed the island for Spain. Datu Kabanyag was the chieftain at that period and had his capital in Libacao.
Capiz is a province of the Philippines located in the Western Visayas region. Its capital is Roxas City and is located at the northeastern portion of Panay Island, bordering Aklan and Antique to the west, and Iloilo to the south. Capiz faces the Sibuyan Sea to the north. Capiz is known for its mother-of-pearl shells that have the same name and are used for decoration, making lampshades, trays, window doors, etc.. Capiz is known for a popular local myth of Aswang, a generic name for ghouls, monsters and witches.
